Transportation of Dangerous Goods

Welcome to the homepage for TDG issues affecting CAODC drilling and service rig members.

The industry uses slab-sided fuel tanks. Most of the time, these tanks are stationary on a lease site. However, when these tanks move from one location to another, they are transporting small quantities of fuel and therefore fall under federal Transportation of Dangerous Goods guidelines.

CAODC drilling and service rig members currently operate under a permit (PELS SH 9280 Ren. 2)that allows industry to move the existing fleet of non-specification fuel tanks. The tanks covered by this permit had to be registered in the CAODC Tank Inventory as of September 18, 2007. Tanks can no longer be added to this inventory.

New Tank Standard: TC44 (B626) Tank Specification
The manufacture of TC44 tanks, as well as the exemption and systematic retirement of pre-TC44 tanks, enables industry to operate in compliance with TDG regulation.

Before TC44, there was no recognized standard for slab-sided tank design. The CAODC membership set about the work of developing a recognized standard, one that would pass reviews and meet engineering specifications of the Canadian Standard Association (CSA) and Transport Canada (TC).

CSA has recognized the TC44 specifcation and made the specification an add-on to CSA B620 - Highway Tanks and Portable Tanks for the Transportation of Dangerous Goods. With the add-on, B620 was renamed B626.

CSA published in March 2009 an English version of B626. Next steps for B626 are translation into French and then legislative approval through TC.

Becoming a Registered Transport Canada TC44/B626 Tank Manufacturer

Manufacturers who wish to build TC44/B626 tanks must become Transport Canada-registered shops.

Manufacturers who do not follow through on this process and attempt to build TC44/B626 specification tanks will have their tanks disqualified. Transport Canada will not recognize them as true specification tanks.

Obtaining recognition as TC-registered shop, as well as approval for a specific TC44/B626 tank design, is an intensive and lengthy process that requires time, energy and patience.

CAODC has attempted to develop a package of information to guide manufacturers through the process. Interested manufacturers should review:

  • TC44 Permit for Equivalent Level of Safety (PELS) Application Requirements Guidelines
  • CSA B620 Highway Tanks and Portable Tanks for Transportation of Dangerous Goods
  • TC44 Specification
